Users Reporting Network Under Attack.

It seems like the network is seeing another attack.

Users have been reporting that they have been seeing a low tunnel creation success rate.

In fact, A User on Terminus pointed out that The Network Weather Forecast was Extra Stormy on Stats.i2p and that The Developers have taken note of it.
