Zulu and Temurin Java 17.x versions do not work with I2P 2.10.0, which are builds of OpenJDK. Now, OpenJDK 17, https://openjdk.org/projects/jdk/17/, does not work with I2P using 17.0.2 (build 17.0.2+8) and very old and without security fixes.
