[Prop 153] ChaCha20 Layer Encryption

This proposal defines new layer encryption for tunnels, and is related to proposals 144 and 152.
This proposal was previously the second half of proposal 152, but has now been split out to a separate proposal.
This new proposal will be discussed in the LS2 meetings.
