It seems the binary file was renamed from /usr/bin/i2prouter to become /usr/bin/i2prouter-nowrapper. Somewhere in the code for i2prouter it may need to be renamed to i2prouter-nowrapper. When I use...
$ i2prouter-nowrapper restart
the router starts properly.
