[Prop 146] Red25519

This proposal is a separate specification for the RedDSA section in proposal 123.

Unfortunately, at the moment, the new proposal is incompatible with the RedDSA specified in proposal 123, and the terminology and formatting in 146 is somewhat different. This new proposal will be discussed in the LS2 meetings, where we will attempt to resolve these differences in the near future.

Until further notice, meetings will be:
