Deleting and recreating the torrent file may or may not result in a new infohash. JWebcache is a plugin that helps I2Phex clients find each other, like a bootstrap helper or a bittorrent tracker.
I don't know how active the I2Phex network is, or whether other JWebacache servers are still up and running.
