the debian package is already prepared for running as a service.
Just install it and run "service i2p start" - and i2p runs as a service.
If you want to set it to autostart, use the default setup of your system to run services at startup.

2 possibilities, more or less like you want it:
1. use memory disk for logs
2. use logrotate to keep only 1 day

Or you can reduce the loglevel of i2p itself on http://127.0.0.1:7657/configlogging and for wrapper you need to look out for wrapper.conf.

What does the wrapper.log tells you?
It maybe a issue with libjetty9 and only java 8 installed on debian. Try running java 9 and jetty9.
