Vuze plugin obsolete, switch to BiglyBT now

The Vuze I2P plugin is no longer maintained and has the ancient 0.9.29 router in it. Most of you have made the switch to BiglyBT which is maintained and current, but there's still plenty of Vuze peers in I2P. We plan to enable some advanced features (LS2 and ratchet) for i2psnark destinations in 0.9...

I glanced at the changes on his github, there was no rev that claimed to fix anything, just updates of dependencies and things, so it's not apparent to me what the fix is. It doesn't quite say it there, but the parameter is simply the Base 64 of the destination.
For any host in your addressbook, the helper link is in your addressbook too
