I2P 2.9.0 Release

I2P 2.9.0 release is in a week at this time. Tag freeze was on the 22nd, release will be June 1 and translations were sent to Transifex by zzz.

Those of you who can, please test the development builds available at this URL: http://edpiihbz4xebluzqmuuerxa4fl633okt ... update.zip and report any bugs, regressions, and issues. Deadline for reports will be Saturday, May 30th at midnight UTC.
